Class 4 Restricted Program

There are two class 4 designations in British Columbia, allowing drivers to operate passenger vehicles under restricted or unrestricted licence parameters. Both licences are focused on the safe transportation of people and require the same elevated level of skill and competency.  How many passengers you plan to transport will determine whether a restricted or unrestricted class 4 licence is the right choice for you.

Working for ride-hailing companies, such as Lyft and Uber, driving taxis and ambulances require a class 4 restricted licence.

Transporting others requires dedication and a high level of responsibility, commitment, and safety, so ICBC has specific licensing requirements for those drivers. Valley Driving School can help prepare drivers to meet and exceed these expectations, with our class 4 restricted, one-on-one training program. 


How many passengers can I drive?

Restricted class 4 drivers may transport up to 10 passengers (including the driver) in vehicles such as: taxis and limousines, ambulances, or shuttle vehicles. With ride hailing services now available in BC, a class 4 restricted licence will be needed to become a driver for companies such as Lyft

Should you need to transport more passengers, a class 4 unrestricted licence may be used to drive vehicles with a total passenger capacity of 25 (including the driver), such as school buses, special activity buses, and vehicles used to transport people with disabilities such as HandyDART. The unrestricted designation will allow you to drive any vehicle that is included within the restricted designation as well.

Valley Driving School’s class 4 Restricted Program includes one-on-one on-road time and pre-trip inspection training in your passenger vehicle or ours. We will cover all the required skills needed to successfully complete the ICBC restricted class 4 road test. Class 4 training is considered part-time training and start dates are provided on a continuous & rotating intake, based on student & instructor availability.

Our car is also available for use during your ICBC class 4 restricted road test. Our vehicle is guaranteed to meet all road test standards so there will be no surprises on your big day! When using our vehicle for your road test, a 1 hour warm-up lesson to brush up on your driving skills on the same day as your ICBC road test is also included.

With a class 4 restricted licence you can drive:

Taxis and limousines
Ambulances
Special vehicles with a seating capacity of not more than 10 persons (including the driver) used to transport people with disabilities
Any motor vehicle or combination of vehicles in class 5

What it takes

To qualify for the class 4 restricted program, you must meet these safety and experience requirements:

Be at least 19 years old
Hold or have held a full-privilege licence that is a minimum of a class 5 or class 6, or an out-of-province equivalent
Fewer than four penalty point offences in the last two years and zero motor-vehicle-related Criminal Code convictions in the last three years
Have no outstanding debt or tickets with ICBC or the province

Steps for Success

To get your class 4 restricted licence in BC, you must be at least 19 years old, hold a full Class 5 or 6 licence, and follow these steps:

Book & pass the class 4 written test at ICBC
Complete training & practice
Book & pass a road test at ICBC to obtain a class 4 restricted licence
Complete a Commercial Driver Medical Report & submit to ICBC
